The left column is the site as it is published today. The right column is the proposed structure. Every page carries a badge saying what happens to it, and clicking any page highlights where it goes (or where it comes from) on the other side. The list below the maps turns those badges into the hierarchy changes an engineering team would need to make.

Proposed site

Page counts on both sides leave out curriculum pages, blog posts and news articles, so the two numbers compare like for like.

Paths marked +/like-this are WHM's proposed URLs; paths in gray are today's URLs, kept as they are.

Hierarchy changes for the engineering team

Grouped by the kind of change. Parent/child moves, new pages, retired pages, and what is a nav label versus a real page, with a proposed URL for every page. The convention: nav labels that aren't pages get no path segment, except Employers, where the eleven goal and industry pages nest under /employers/; everything else at the top level is flat. Wherever a page already exists today, the path is kept so nothing has to redirect. The last table lists the redirects the proposal implies.

Decisions. Confirmed so far: High School merges with Who We Serve > High Schools; every /curriculum page is deprecated; Who We Serve and Education Providers are retired; the Employers page is deprecated to a menu label with its content merged into the By Goal pages; History & Mission and Leaders fold into About Us; Learning Model folds into the new Why Penn Foster page; By Goal, By Industry and Partnering with Penn Foster are menu groupings, not pages. Still open: what happens to the 349 blog posts and 154 news articles when Blog moves under Insights and News becomes News & Media, and what "Full Curriculum" in the proposed map refers to now that the curriculum pages are going.

Paths. The proposed URLs are WHM's suggestion and follow one rule: keep today's path wherever the page carries over, so the High School pages, Programs, Blog, About Us and News all stay put and only the pages that are new or genuinely move get a new address. The two judgment calls are nesting the Employers pages under /employers/ and dropping the /who-we-serve/ prefix from Case Studies and Workforce Organizations.

Current-site counts come from the published XML sitemap as of September 10, 2026, plus the one page that is live and in the nav but missing from that sitemap (High School > English Language Training, with its curriculum subpage). A check of the site navigation and the HTML sitemap page turned up no other gaps.
